What is the Partnership for Healthcare & Emergency Management?

The Partnership for Healthcare and Emergency Management is a community of academic, healthcare, and emergency management professionals, both public and private, providing a foundation for leadership excellence in the Healthcare and Emergency Management. It is a hub for the collaborative development of programs and solutions to enhance security, resilience, and continuity for the healthcare sector.

Goals for the Partnership

Promote Collaboration

We promote collaboration between partners. Not seeking to compete, we complement to complete for preventing, protecting against, responding to, and recovering from threatened or actual terrorist attacks, major disasters, and other emergencies that negatively impact the healthcare critical infrastructure sector.

Identify and Bridge

We help identify gaps and deficiencies in operational crisis management and resilience capabilities due to insufficient information sharing, command & control, interdependency clarity, knowledge of each-others operating procedures, and/or integrated decision-making, and more.

Develop and Deploy

In collaboration with partners we develop applied research projects that answer questions and support assumptions and we continue with workforce development training to equip and keep practitioners ready.

Support

We offer on-going support, in a variety of forms, for healthcare institutions and practitioners.

Best Practices


  • The partnership seeks to identify gaps in crisis management planning and proficiency, including recovering from simultaneous multi-incident crisis events.
  • As a partnership we seek to identify, share, and grow the best practices in the healthcare institutional preparedness to bolster security, resilience, and continuity so that healthcare professionals can deliver paitient care regardless of the challenges. 
  • We offer applied research / technical paper projects, workforce development, collaborative events, and consultation that are collaboratively developed to address specific issues in healthcare preparedness and security. 

Workplace Violence in Healthcare

Issues, Consequences and Best Practices for Prevention and Mitigation is written to be a broad-based reference and resource for those wanting to reduce Workplace Violence in healthcare facilities. The paper combines information from six Sam Houston State University, Institute for Homeland Security-sponsored papers, plus supplementary information added to further clarify the issues discussed. The authors of the selected papers are both academic and industry professionals, with a wealth of experience in multiple sectors.
